TP 25 Program: Transpetro Releases Tender Results for Handy-Class Vessels

2024118175034_1392024395394---BANNER-SITE-MOBILE-INGLES-Prorrogacao-do-Programa-TP-25-_380-x-400px_.jpgOn Friday (11/8), Transpetro opened commercial proposals for the public tender to acquire four Handy-class vessels, with capacities ranging from 15,000 to 18,000 deadweight tons (DWT). Available on the Petronect portal, the notice includes a preliminary ranking by overall bid price of the companies that submitted proposals. The tender will now advance through its next phases under the guidance of the bidding committee, which will review the bids and proceed until the final result is approved.

This tender signals the resumption of Petrobras’ direct vessel contracting and forms part of Transpetro’s TP 25 Fleet Renewal and Expansion Program, launched in July. The program plans to acquire 25 cabotage vessels, primarily to support Petrobras' product transportation needs. Alongside the Handy vessels, Transpetro will acquire gas carriers and medium-sized vessels, with 16 acquisitions already included in Petrobras' Strategic Plan for 2024-2028.

Tender Stages

The tender is open to all shipyards that meet the technical and economic criteria. In line with the Law on State-Owned Companies (Law 13.303/2016), the process includes several stages leading up to the announcement of the winning shipyard and the contract signing. All updates will be posted on the Petronect portal. 

Following the opening of commercial proposals, the bidding committee will begin the negotiation phase. Afterward, qualifications will be reviewed, including verification of legal, economic, and technical documentation. 

The contract will be awarded to the shipyard with the highest-ranked bid that meets all stipulated requirements and documentation. After this, an appeal period will be opened. Once the appeal process is completed, the final result will be announced, and the winning bid will be formally published on Petronect.
