The decision is in response to various inquiries from interested companies, which recorded this request at the collaboration room of the Petronect portal, the negotiation platform in which the bid invitation is published.

The other phases divulged during the launching of the process are maintained, with announcement of the winning shipyard and signing of the contract planned for December 2024. At the moment, more than 20 companies have expressed interest in the bid invitation launched by Transpetro.

About the tender

The public tender for acquisition of the Handy Class ships resumes the contracting of own ships for the Petrobras System. The orders are part of the TP-25 Fleet Renewal and Expansion Program launched by Transpetro that may generate new opportunities for the Brazilian naval industry .

The bid invitation is published on the Petronect portal and is in the open international bid mode, allowing for participation by all shipyards that meet the technical and economic criteria stipulated in the tender.

According to the timetable of the tender, the launching of the first Handy ship is estimated for the first semester of 2026. The other ships will be delivered in sequence every six months until mid 2028.

TP 25 Program of Transpetro

The  TP 25 Program of Transpetro calls for the acquisition of ships for cabotage on the Brazilian coast, including gas tankers and medium sized vessels, in addition to the Handy ships in this first bid invitation. The 2024-2028 Strategic Plan of Petrobras already forecasts16 of these ships.

The TP 25 Program is part of the Petrobras System strategy to expand its own fleet in oil and derivative logistics in order to reduce exposure to chartering and the charter price oscillations.

The purpose of the vessels is to meet the demand for transportation of Petrobras products, and includes solutions that ensure greater energy efficiency and less emissions of greenhouse gases, in addition to reducing exposure to chartering of this type of unit, which has low liquidity in the market.

The program was based on technical and governance analyses, combined with the technical expertise of the company. The bid process is robust and includes mechanisms to ensure highly competitive conditions and especially the best price.

The governance procedures for approval of the next lot of ships planned in the program have already been initiated, with publication in the next bid invitations expected to occur between the second semester of 2024 and 2025.
